Summary
Utah's social-media regulation regime, originally enacted in 2023 and repealed and replaced in March 2024 by the Minor Protection in Social Media Act (SB 194) plus HB 464, applies to social-media services with more than five million active US users and requires age-assurance systems and parental-consent protections for minor account holders. Because the law is defined by a large-user-base threshold rather than by named companies, major platforms such as Reddit fall within scope. On September 10, 2024, a federal judge granted NetChoice a preliminary injunction blocking enforcement on First Amendment grounds before the intended October 1, 2024 effective date. The decision was appealed to the Tenth Circuit, and the law remains unenforced pending litigation.
