Reddit Blocked in Indonesia and Russia Over Content Disputes

Two national governments blocked Reddit in the mid-2010s over discrete content disputes, in episodes that together illustrate how a single category of user-generated content can expose an entire platform to nationwide censorship.

Indonesia blocked Reddit in 2014 as part of a wider crackdown on online pornography conducted under the government's 'Internet Sehat' (Healthy Internet) program. The Ministry of Communication and Information Technology targeted Reddit for hosting nudity and sexual content, and blocked Vimeo and Imgur in the same sweep. The Indonesian block proved long-lasting; in later years officials indicated that such platforms could regain access only by registering as Electronic System Operators (PSEs) under the country's tightening intermediary-regulation regime. The block reflected Indonesia's broad, category-based filtering rather than a dispute over any one post.

Russia's block in 2015 was the more dramatic illustration of the same dynamic. Acting on a request from the Federal Drug Control Service, the media regulator Roskomnadzor demanded in August 2015 that Reddit remove a post — a roughly two-year-old thread describing minimal and reliable methods for growing Psilocybe ('magic') mushrooms. Reddit had not removed the post in response to earlier requests. Because Reddit served its traffic over HTTPS, Russian internet service providers could not selectively block the single offending page, so the practical effect of enforcing the order was to block the entire reddit.com domain nationwide on about August 12, 2015.

The whole-site block over a single, years-old page drew international attention as a strikingly disproportionate response and as a case study in how encryption changes the mechanics of state censorship: an all-or-nothing block became the only technical option available to the regulator. Coverage at the time noted that the episode exposed both the bluntness of Russia's filtering tools and the leverage that a single piece of content could give the state over a global platform.

Reddit resolved the Russian standoff quickly by geoblocking the specific magic-mushroom post for Russian IP addresses rather than removing it globally. Roskomnadzor confirmed compliance, and the nationwide block was lifted within roughly 24 hours, on about August 13, 2015. The contrast between the two cases is instructive: Reddit complied with a narrow, targeted demand in Russia to restore access, while it made no comparable accommodation in Indonesia, where the objection was to a whole category of content rather than a single removable item.

Together the episodes demonstrated Reddit's uneven, jurisdiction-specific approach to content-removal demands, and how the platform's exposure to nationwide blocking forced reactive compliance decisions that varied sharply depending on whether a government's objection could be satisfied by removing or geofencing one post.
