Summary
The DSA imposes EU-wide obligations on intermediary and hosting services, with baseline rules (transparency reporting, statements of reasons, notice-and-action, and a single point of contact) becoming fully applicable on February 17, 2024. Reddit complies with these baseline obligations and publishes DSA transparency reporting and EU user-number disclosures. Although Reddit's reported EU monthly active recipients exceed the 45 million threshold that can trigger a Very Large Online Platform (VLOP) designation, designation is not automatic and requires a formal European Commission decision. As of the Commission's official list, Reddit has not been designated a VLOP and is therefore not subject to the DSA's enhanced VLOP duties such as systemic-risk assessments and independent audits. This is a compliance and regulatory-status situation rather than an enforcement action or fine against Reddit.
