Summary
On September 21, 2026, the Philippines' Cybercrime Investigation and Coordinating Center (CICC) sent separate letters to Reddit and Discord giving each 24 hours to designate a resident agent or local representative, GMA News reported. GMA and BitPinas placed the directive after the September 18 shooting at Banga National High School. GMA said failure to comply could prompt the CICC to seek restrictions on the platforms' operations or access in the Philippines. CICC Executive Director Renato Paraiso said the agency was not asking platforms to police the internet for the government but to be reachable, accountable and responsive. Newsbytes.ph reported the directive did not necessarily require full physical offices within 24 hours. BitPinas reported that Reddit then agreed to appoint a Philippine-based representative and create a 'Green Lane' for rapid government complaints after meeting the DICT, CICC and Digital Pinoys; no source names the representative. BitPinas described regulatory actions against Discord as pending.
